On 8 August 1945, forces of the USSR overran Manchukuo and handed the territory over to the Chinese Communists in March 1946, with the exception of the area around Port Arthur (modern Lüshun) in the south. Soviet forces established a Red Army Headquarters (RAH) with responsibility for issuing banknotes. Initially these notes circulated in all of what had been Manchukuo, but after Soviet troops withdrew in May 1946, they were used in Port Arthur only, where Soviet troops remained until May 1950.
