On 6 April 1941, the Axis powers invaded Yugoslavia. After Yugoslavia surrendered on 17 April, parts of the Slovene-settled territory were annexed or occupied by Germany, Hungary, and Italy. Following the Italian armistice with the Allies in September 1943, Germany took over the Italian occupational area.

In 1944, due to the shortage of Italian lire in circulation in Slovenia during World War II, the German occupation authorities authorized the Hranilnica Ljubljanske Pokrajine (Savings Bank of Ljubljana Province, HLP) to issue denarna nakaznica (money orders) denominated in Italian lira. These circulated as banknotes together with regular issue Italian currency and were also backed by the Banca d’Italia.
