NCBA Launches Legislative Early Alert Network to Protect State Tax Exemptions
Grassroots initiative empowers collectors to identify repeal threats before legislation is introduced.

The National Coin & Bullion Association (NCBA) today announced the launch of its new Legislative Early Alert Network (LEAN), a proactive grassroots initiative designed to help coin collectors, bullion investors, and numismatic enthusiasts identify and respond to threats against state sales- and use-tax exemptions before legislation is formally introduced. The initiative operates through NCBA’s Concerned Collectors Coalition (CCC), a free membership program for collectors and hobbyists focused on advocacy and industry awareness.
According to NCBA executive director David Crenshaw, recent years have seen an increase in state-level efforts to repeal long-standing tax exemptions for coins, paper money, and precious metals. Lawmakers facing budget pressures target these exemptions as potential revenue sources, often leaving the numismatic community scrambling to respond after legislation has already gained momentum.
While legislative tracking services can help identify introduced bills, those systems typically provide alerts only after measures have entered the legislative process. LEAN aims to create an early-warning network by encouraging collectors, club leaders, industry allies, and politically engaged hobbyists to monitor developments in their states and report concerns before proposals become public.
“Once a bill is introduced, the hobby is forced to play catch-up,” said Crenshaw. “LEAN is designed to change that dynamic by helping us identify potential threats early enough to educate lawmakers, organize collectors, and protect fair markets before legislation is drafted.”
Through LEAN, NCBA is seeking volunteers to serve as “state captains” to monitor legislative activity and help coordinate grassroots responses within their states. The organization is also developing an anonymous reporting system that will allow collectors and industry contacts to submit information about potential legislative activity affecting numismatic and precious-metals tax exemptions.
The CCC was created specifically for collectors whose primary income is not derived from numismatic sales. Members receive advocacy updates, a membership certificate, and the association’s biannual digital newsletter, Member News. By collecting members’ residential addresses during registration, NCBA can identify members’ legislative representatives and mobilize constituents in key legislative districts.
NCBA emphasizes that preserving sales-tax exemptions benefits not only collectors and investors, but also local coin shops, small businesses, and the broader numismatic marketplace. They also warn that repealing exemptions could increase costs for hobby participants, reduce market accessibility, and drive transactions out of state or into informal channels.
The association is encouraging collectors nationwide to join the Concerned Collectors Coalition and support LEAN through volunteer participation and optional financial contributions.
